FINANCIAL DATA ANALYSIS SUPPORT
Provide senior transportation financial data analysis support. Will be responsible for attending meetings in a non-decision making role, recommending draft policy guidance, and assisting in the preparation of memorandums, letters, papers, briefings and other documents regarding transportation financial data analysis related issues. A SECRET level security clearance is required

Job Summary:
Provide software design and development from requirements for enhancements to an existing 3-tier .NET/Oracle application system.  

Essential Functions:

1. Designs software solutions from requirements. 
2. Documents the design and participates in design reviews with senior team members.
3. Develops software solutions from design.
4. Unit tests and integration tests software solutions.

Knowledge, skills, abilities and other personal characteristics:

1. Knowledge of design and languages in a web-based environment.
2. Proficient in object-oriented software design approach.
3. Knowledgeable in OO design patterns.
4. Proficient in the .NET environment and the C# programming language.
5. Proficient in web-based application development technologies including HTML, CSS, XML, Javascript.  Java, J2EE, and web service development a plus.
6. Experienced with source control systems.  Visual Source Safe and Team Foundation Server a plus.
7. Understands relational database systems.
8. Possesses analytical and problem solving skills for the design, creation, and testing of software.
9. Interpersonal skills to interact with team members and customers.
10. Oral and written communication skills to interact with team members and project management.
11. Ability to work in a team environment and with a software development lifecycle process.
12. Bachelor’s degree in computer science, management information systems, or equivalent.
13. Four or more years experience in software engineering and application design and development.
14. Openness to having work products reviewed and critiqued by team and welcomes feedback and ideas from others.

Job Summary:

1. Experienced in software/application development in and Oracle 9i environment.  Experience with Oracle 10g desirable.
2. Extensive experience in Oracle software developing using SQL/PLSQL packages and using Oracle built-in packages.
3. Thoroughly understands relational database systems.  Can understand a relational data model and develop designs using a relational model.
4. Understands how to write efficient SQL queries using in an Oracle cost-based optimizer.
5. Understands SQL tuning approaches using explain plans, SqlPlus Autotrace, and TkProf.
6. Experience with using XML and parsing XML documents a plus.
7. Experienced with source control systems.  Visual Source Safe and Team Foundation Server a plus.
